Annual Performance Appraisal Report (APAR) plays a major role in retaining and promoting the talent by offering careers not jobs by using human resources effectively and achieving greater productivity, by improving their morale and motivation. This requires right selection of attributes and standard methodologies to judge the performance of the scientist as successful or unsuccessful and the degrees of their contribution to the organizational goals and objectives. Appraisal of scientific manpower will develop their personal job performance contributing to the overall performance and hence creates a link which in turn generates teamwork and shared responsibility. The objective of present research paper is to design a standardized appraisal format for R&D organization.
Efforts were made at Recruitment and Assessment Centre (RAC), Defence Research and Development Organization (DRDO) and different Universities in India. Senior scientists from R&D and University professors were contacted to fill-up the questionnaire. An open-ended questionnaire was used to identify the job functions of the R&D organization and positional analysis of scientists of the R&D organization.

On the basis of above results a framework has been designed for different executive levels and evaluating them on three standards i.e. work output, personal attributes and functional competencies. The designed standardized format will help in the comprehensive evaluation of the scientists and their further potential development for enhancing their effectiveness.
