Sh. RK Jain, born on 26th June. 1959, is M.Phil in Operational Research (OR) from Delhi University. He did M.Phil in the year 1981 after doing M.Sc.(OR) from Delhi University in 1980 .  He joined DRDO as Scientist “B”on 21st March 1984 at Institute for System Studies and Analysis (ISSA) Delhi, where he got expertise in the field of Simulation and War gaming and made significant contributions in this area. He worked on different projects and was in ISSA for more than 17 years. He was the head of the Naval operational Analysis Division and Interactive and integrated naval wargame software “SAGAR” was developed under his guidance. The naval war game is being used at western naval command. He was awarded “DRDO Technology Award” in 1995 for his work.   His contributions in the field of simulation and war gaming has been lauded by Naval Chief Admiral Vishnu Bhagwat, PVSM, AVSM, ADC Minister of State for Defence Sh. NVN Somu and President of India Sh. APJ Abdul Kalam, the then SA to RM.

Sh. RK Jain joined PEACE on 10th July 2001 and worked on the Centralized Recruitment Scheme for Senior Technical Assistants, conceptualized training program for DRTC, revised guidelines for Local and Central Assessments, developed standard operating procedures (SOP’s) for the smooth functioning of the establishments and brought in transparency in the processes.

Currently Sh. RK Jain is Director, RAC. He joined RAC on 11th July 2003 and brought his scientific and analytical expertise to RAC. He brought a different perspective to RAC and made significant contribution in formulation of Annual Calendar of Events, Software for Board Formation and Fixation, Software for Planning Scheduling and Conduct of Assessment Board and software for planning, programming and monitoring of all other time bound activities related to recruitment and assessment.

At Recruitment and Assessment Centre (RAC), he speeded up the process of various recruitment schemes especially the shortlisting using DRONA facilities resulting in reduced cost and efforts.  His major contribution at RAC has been the successful implementation and conduct of Campus Selection under Talent Search Scheme.  He implemented tele interviews for Adhoc recruitment of NRI candidates and CCTV system for monitoring the conduct of the Interview Boards leading to greater transparency in the system at RAC.  He initiated the efforts for creating video conferencing facilities for conduct of Interviews. He has also been associated with the project “Development of Advanced Techniques for Scientific Performance Measurement (ATSPM)” since its conceptualization.  Setting up of Advanced Study Cell, a center of excellence to carry out R&D on recruitment and assessment practices for scientific manpower is one of his major contributions.

The scientific initiatives taken by Sh.R.K.Jain in recruitment and assessment in DRDO have been applauded by Sh. M Natarajan, SA to RM on the occasion of Science Day Celebration.  He successfully executed the recruitment of JRF’s through walk in interviews Ist time in DRDO.  He organized a national seminar on Experience Sharing for Innovations in Scientific Recruitments and Assessments Ist time in the country to create a common platform for interaction among the national recruiting agencies in Govt., Public and Private Sector for which, his efforts were appreciated by Prof. SR Hashim, Chairman UPSC.  He has been instrumental in bringing out the RAC report 2004 and RAC Compendium 2005. 

In recognition of his efforts at RAC, Sh.R.K.Jain has been given the Scientist of the year 2006 award. He has played a key role in bringing out a report on “TEAM DRDS: An audit on HR issues and support mechanism” based on opinion survey of scientists. He has also been involved in working out and implementation of Multi Attribute Assessment Centric Approach for interviewing the scientists in DRDO.

He organized International Conference on “Emerging Frameworks & Issues for S&T Recruitments” first of its kind in India and created global common platform for interaction of recruitment & assessment activities for Govt./Public/Private Sectors in India & abroad and enabled RAC to provided consultancy on recruitment & assessment to various organizations viz NTRO, CSIR, Ministry of Information Technology etc.

As Director RAC, Sh.R.K.Jain revamped the recruitment and selection process and worked on inducting highly qualified talented manpower in DRDO.  He also changed the traditional examination pattern of Limited Departmental Competitive Examination (LDCE) for the betterment of the Organization and for the personnel in DRDO.  He worked out the implementation of Variable Increment Scheme for scientists at the time of promotion by the Assessment Board and successfully implemented it within shortest possible span.  He also successfully implemented Flexible Complimenting Scheme (FCS) for promotions of Sc. ‘G’ to ‘H’.  He worked on the long pending decision on implementation of Deferred Promotion and successfully implemented for the DRDS cadre.   The scheme resulted in a win-win situation for everybody -the organization, the scientists and also the assessment process.  He worked on instituting the gold medal to the scientist for outstanding performance during assessment.

He conceptualized the importance of the research work in the area of recruitment and assessment and initiated various research projects including Sangara, ESTSPM and STT.

The RAC is a recruitment and assessment hub of DRDO. It has a great responsibility for recommending the candidates for the appointment of  scientists in DRDO and promoting on-the job scientists to next higher grades.

DRDO is a big family of almost 7000 scientists, 12000 technical staff and nearly 6000 administrative manpower. It is a very proud assignment for us at RAC to recruit bright young scientists & engineers and also assess them for their career progression in all DRDO labs. We are committed to observe  our motto the ACT, i.e. to work with Accuracy, Confidentiality & Timeliness.

The mission mode programmes of recruitments viz. Scientist Entry Test, Registration of Students with Scholastic Aptitude, Limited Departmental Competitive Examination, Adhoc appointments for NRIs, Campus Selection, Deputation & Absorptions in DRDO and Assessments are executed in a time bound manner with great care. I am very happy to express that RAC have always been successful in meeting its set targets on or before time.

With the advent of new technologies and IT facilities, we are making our sincere efforts for continuous improvements in timely selection of talented scientific manpower for DRDO's prestigious projects and programmes. In this direction, we have established state-of the art-technology infrastructure in RAC for adopting better and effective recruitment and assessment processes. Recently the Video Conferencing facility in RAC has been started for making remote interactions/ interviews & discussions particularly with NRIs. Hence, keeping in view the busy schedule of on the job scientists residing abroad and also of domain experts, Directors and / or scientists not able to join the assessment interview venue, the facility has been established to interact with them through audio & video conferencing.

RAC is also aiming to provide quality services in all aspects of our charter of duties with the edge of ISO 9001:2000 Standard and hence to achieve higher customer satisfaction level.

A number of novel initiatives have been taken for making RAC, a centre of excellence. Finally, I assure you the services with great quality and pleasure.
